Job Description
We are looking for an experienced construction management professional to join our existing irrigation project. The successful candidate will lead a team of supervisors, inspectors and surveyors, as well as coordinating with other teams (quality control, design, health and safety) in the construction supervision of a new civil works contract (FIDIC Red book). This is a senior position within a large and established project team. The role will report to the project Team Leader and work with multidisciplinary experts based in Indonesia and globally.
Specific Tasks Would Include
- Execute delegated authorities of the Engineer under a FIDIC red book civil works contract (in accordance with a project Construction Supervision Plan) for the rehabilitation and extension of an irrigation scheme in South Sumatra.
- To carry out overall management and coordination of a supervision team, in coordination with the Team Leader.
- To review, or coordinate the review of, the existing reports, design documents and design drawings for overall irrigation facilities to be newly constructed or improved; 4. To oversee the checking of control points and benchmarks used for previous surveying and, if needed to evaluate the accuracy of existing topographic maps for design adjustment.
- Manage and coordinate the review and revision of design documents, calculation and drawings and propose to adjust the design when necessary.
- To execute the construction supervision of civil works including the following items:
- Implement agreed procedures for method of supervision, document/letter form, procedure for approval, drawing submission and approval flow, and so on.
- Attend regular meeting, to check and confirm the work method, work performance, work progress, status of equipment and materials, work schedule and safety control as well as problems to be solved.
- Check the work plan, construction method, construction time schedule, construction equipment schedule, manning schedule and safety control plan proposed by the contractor.
- Check the quality control method for both construction site and laboratory (equipment and method) proposed by the contractor.
- Check and finalize the controlled point and benchmarks for construction set by the contractor.
- Check the setting out lines and levels prepared by the contractor.
- Coordinate and manage the check of construction drawings, construction/ shop drawings, design, documents, and calculations prepared and submitted by the contractor.
- Coordinate and manage the check of construction materials proposed by the contractor including proposed borrow areas.
- Supervise the laboratory testing and data preparation carried out by the contractor.
- Inspect the quarry sites, borrow areas, stockpile areas and factory supplying and/ or fabricating the materials for construction.
- Coordinate the supervision of field tests and factory tests and to determine the appropriate equipment and methods for quality control with project staff of government.
- Inspect the construction method, equipment use, work performance and quality of site works comparing with the technical specification throughout the construction period with project staff of government.
- Coordinate the survey and measurement of the work output performed by the contractor from a viewpoint of quality and progress.
- Check Contractor's Interim Payment Applications
- Inspect the safety control method and facilities applied by the contractor.
- Review and assess contractor's claim in coordination with the Employer/ the Engineer.
- Coordinate the check of as-built drawings prepared by the contractor.
- Ensure proper records are kept as necessary for preparation of a completion report.
- Conduct final inspection of all completed works executed by the contractor with project staff of government and recommend issuing the completion certificate; and
- Contribute to regular progress reporting to, and meetings with, the Client with respect to construction progress, quality, budget and issues.
- Lead by example in exceptional management of health and safety risks and drive continuous improvement from project and contractor staff.
Candidate Specification
- Experience working internationally, outside Indonesia.
- Education: University graduate in irrigation or civil engineering
- Significant years working experience in planning, design, and construction supervision of irrigation, dam, or other water resources development projects.
- Experience in the supervision of FIDIC red or pink book contracts.
It would be preferable if the candidate also has the following specifications:
- Indonesian Project: At least 1 year experience as a professional engineer on an irrigation project in Indonesia.
- Indonesian Language: Technical meeting level.
- Experience working on projects funded by multilateral or bilateral donors.
