Deskripsi Pekerjaan:

Kualifikasi:

• Minimal S1 (Sarjana), jurusan Hukum, Audit, Akuntansi, Kepolisian, Investigasi Kriminal, Intelijen, atau Psikologi diutamakan.
• Diutamakan memiliki pengalaman dalam Investigasi internal perusahaan, Audit kecurangan (fraud audit), dan Investigasi pelanggaran ekonomi atau tindak pidana ekonomi
• Wajib memiliki pengalaman di bidang audit, serta kemampuan dalam analisis data keuangan dan operasional.
• Mampu menyusun materi edukasi integritas/anti-korupsi serta memberikan pelatihan internal.
• Keterampilan komunikasi dan relasi interpersonal yang kuat.

A
Field Investigator
is responsible for acquiring information and reporting cases by interacting with external parties in both overt and covert manner, conducting observation and surveillance and collecting supporting evidence. A Field Investigator must report in writing the activities and results of the inquiries.

Job Responsibilities :

• Conduct preliminary research and assessment before performing an investigation;
• Search for specific sources, informants, witnesses related to the case;
• Perform interviews with various persons from various backgrounds to gather information;
• Collect evidence (photos, videos, written and oral statements, recordings, documents, digital devices);
• Verify documentation and facts;
• Elicit information by pretext calling, cover preparation;
• Prepare comprehensive report covering investigation activities and findings;
• Properly filing reports, pictures, recordings, testimonies and evidence;
• Set up a broad network of informants (people who can directly relate information about something they have witnessed, and who usually can be contacted later if needed; and
• Act in close collaboration and coordination with Analysts, IT Forensics, Surveillance Team.

Who We Are
Yayasan Integritas Justitia Madani Indonesia (IJMI) is a local Indonesian organization and a key partner of IJM (International Justice Mission) in combatting Forced Labor and Labor Trafficking in Indonesia. Yayasan IJMI was established in 2023 and has a mission to protect communities living in poverty from violence by strengthening the justice system to rescue and restore survivors and ensure accountability for perpetrators in Indonesia. In doing so, Yayasan IJMI aims to strengthen the Justice System in Indonesia to protect over 15.9 M people living in poverty from Forced Labor and Labor Trafficking. This will be achieved through four outcomes; Strengthened and coordinated national and cross-border justice systems effectively implement laws to protect vulnerable workers from forced labor; Survivors 2 of forced labor are protected by trauma-informed national and cross-border justice systems and empowered towards restoration; Local, national, and international agents of change activated to influence national governments to protect migrant and vulnerable workers; and, National public justice and related agencies' policies, plans, and practices protect vulnerable workers from forced labor.

Background
Indonesia continues to face complex challenges in addressing forced labor and modern slavery, particularly in regions with high levels of labor migration and informal employment, such as Riau Islands, West Kalimantan, East Nusa Tenggara (NTT), and West Nusa Tenggara (NTB). These areas, as sources and/or transit points of labor migration, remain highly vulnerable to exploitative practices in sectors including domestic work, plantations, fisheries, and manufacturing.

Law enforcement officers, police, prosecutors, and judge, play a pivotal role as the first point of contact for victims seeking justice. However, limited access to specialized training and resources often constrains their ability to consistently apply victim-centered and trauma-informed approaches. Misclassification of cases, insufficient inter-agency coordination, and systemic barriers can further affect the effective handling of forced labor and trafficking cases.

To strengthen the justice system response, Yayasan Integritas Justitia Madani Indonesia (Yayasan IJMI) in collaboration with the National Commission on Human Rights (Komnas HAM) is launching a capacity development initiative. This program seeks to strengthen the conceptual understanding, human rights-based approaches, inter-agency coordination, and survivor-centered practices within the Indonesian criminal justice system. Through training, mentorship, and the development of replicable modules, the program aims to contribute to improved investigation, prosecution, and adjudication of forced labor cases, while ensuring the dignity and rights of survivors are upheld.

To achieve this, IJM Indonesia invites qualified consultants to submit proposals to design and implement a comprehensive capacity building program for police, prosecutors, and judges.

Objectives of the Capacity Building Program
The Objectives Of The Training Are To

• Enhance conceptual understanding of forced labor and modern slavery Deepen knowledge of definitions, indicators, and legal distinctions between forced labor, human trafficking, and other forms of exploitation, using national and international legal frameworks.
• Strengthen human rights-based approaches in law enforcement Equip participants with tools to apply a human rights lens in identifying, investigating, and adjudicating cases, ensuring victims' rights are respected throughout the justice process.
• Improve inter-agency coordination and case handling Foster collaboration among law enforcement institutions for more effective and coordinated responses.
• Promote survivor-centered and trauma-informed practices Introduce and reinforce ethical, trauma-sensitive approaches to ensure justice processes contribute to survivor recovery and empowerment.

Expected Outcomes
By the end of the training, the following outcomes are expected:

• Improved legal and conceptual clarity.
• Application of human rights principles in case handling.
• Strengthened institutional collaboration with shared protocols/action plans.
• Adoption of survivor-centered and trauma-informed practices.
• Development of a replicable training toolkit and modules.
• Implementation of a post-training mentorship program.

Scope of Work
The Selected Consultant Will Be Responsible For
Lead Capacity Needs Assessment and Stakeholder Consultations

• Conduct a desk/literature review of relevant national and international training materials, legal frameworks, and IJM resources to ensure the program builds on existing work and avoids duplication.
• Organize and conduct key informant interviews (KIIs) with selected law enforcement stakeholders (police, prosecutors, judges) to gather insights into existing capacities, gaps, and barriers.
• Produce a Needs Assessment Report detailing identified capacity gaps, training priorities, capacity development actors including international agencies (including UN bodies and international NGOs), as well as national institutions, have undertaken and continue to work on capacity development initiatives for law enforcement. and recommendations for curriculum development.

Design Capacity Development Strategy and Training Modules

• Review existing national and international modules and identify content suitable for adaptation to the Indonesian context.
• Develop a comprehensive capacity building strategy that integrates legal, operational, and human rights-based approaches.
• Create draft training modules, including legal references, case studies, facilitation guides, and job aids.
• Facilitate stakeholder consultation workshops to validate the draft curriculum and ensure institutional ownership.
• Finalize training materials incorporating feedback from validation sessions.

Facilitate Training Sessions and Post-Training Mentorship

• Conduct Training of Trainers (ToT) or pilot training sessions and module field test for selected law enforcement officials.
• Refine training delivery methods based on participant evaluations and facilitator reflections.
• Deliver full-scale training sessions in targeted high-priority regions, applying interactive methods such as role-playing, group discussions, and case study analysis.
• Distribute all training materials and tools to participants for ongoing reference.
• Implement post-training mentorship, either in-person or virtually, providing one-on-one or group-based technical support focused on real case applications.

Coordinate With Komnas HAM And Other Stakeholders

• Maintain regular coordination with Komnas HAM to ensure integration of human rights-based analysis into training content and delivery.
• Engage other relevant government agencies, justice sector actors, and partner organizations to strengthen inter-agency cooperation.
• Ensure all activities are implemented in line with the agreed work plan and reporting schedule.

Submit All Deliverables Within Agreed Timelines

• Submit all reports and deliverables in accordance with the work plan, including:
• Capacity needs Assessment Report
• Validated Training Curriculum and Modules
• Training/ToT Reports with feedback and revisions
• Mentorship Activity Reports
• Final Project Report with lessons learned and M&E summary

Qualifications Of The Consultant
The consultant or consulting team should have:

• Extensive and well-established network with law enforcement agencies at both national and sub-national levels, particularly in the provinces of Kepulauan Riau, NTT, NTB, and West Kalimantan.
• Proven experience in designing and delivering capacity building for law enforcement or justice sector actors.
• Strong expertise in human rights, forced labor, modern slavery, and trafficking issues.
• Knowledge of Indonesian legal frameworks and operational context.
• Demonstrated facilitation skills and participatory training approaches.
• Strong research, analysis, and report writing skills.
• Fluency in Bahasa Indonesia and English (spoken and written).
• Experience working with government, civil society, and international organizations in Indonesia.

Duration and Location
The consultancy is expected to run for
5 months
, starting from
November 2025 to April 2026
. Activities will be conducted in Jakarta and selected provinces in Indonesia, with possible travel to training sites.

Reporting and Coordination
The consultant will report directly to
Yayasan IJMI's Program Management Lead
and work in close coordination with
Komnas HAM
. Regular coordination meetings will be scheduled to ensure alignment and progress tracking.
