Requirement ;
- Bachelor's degree in Management, Accounting, Actuary, Engineering, or related fields (Master's degree preferred)
- 10+ years' experience in a governance, risk and compliance management role, ideally within the managerial role services industry
- Strong knowledge and understanding of relevant laws, regulations and industry standards, Strategic Risk Managemen, Governance and Compliance Management, Internal Control & Audit
- Proven ability to develop and implement effective governance, risk and compliance frameworks
- Excellent analytical and problem-solving skills
- Outstanding communication and stakeholder management capabilities
- Ability to work independently and as part of a team
- Tertiary qualification in a relevant field such as law, finance or risk management

Palladium is seeking a Programme Manager (PM) who will support and facilitate the management and implementation of effective and efficient project delivery, playing a key role in leading day-to-day management activities in addition to cross-cutting responsibilities to help grow the business, manage client work, and contribute to technical project implementation. Primary Roles and Responsibilities:
Core Project Management
- Identifies, builds and maintains relationships with clients, partners, consultants and suppliers

- Extensive experience managing donor funded projects, preferably with a grants component

Palladium is seeking a Monitoring, Evaluation and Learning (MEL) Manager to provide MEL strategy and collaboration across activities, as well as knowledge exchange. The MEL Manager will will oversee the development of all MEL activities and implementation of all activities to provide accurate and timely data on the programme's impact towards intermediate results and objectives. The MEL Manager will design and coordinate along with the MoF the collection, processing, and analysis of data, and the dissemination of findings along with suggested modifications to encourage adaptive management of the programme to team members and partners. The MEL Manager will need technical knowledge and demonstrated experience of evaluation indicators, KPIs, tools for learning, theory of change, logframes, data analysis and collection, and presentation of results for impact. Program Management Support/Leadership
- Lead the MEL framework setup and planning process across stakeholders and partners, to adapt and improve the MEL planupdate, annually or as needed, the MEL Plan
- Harmonise forest types, deforestation and other land use definitions and forest monitoring tools through bilateral dialogues with key export markets, and informing multilateral dialogues
- Oversee all programme performance monitoring activities and systems, including necessary data management and visualisation software and data collection instruments, to collect, store, manage, analyse and report M&E data on output, outcome, and impact indicators
- Lead the baseline data collection process, develop the MEL plan, and perform other related monitoring and evaluation efforts for the programme, including logframe
- Participate in the development of annual implementation planning activities
- Participate in regular programme management planning meetings and provide analytical feedback and support to inform technical decisions
- Participate in the development of annual implementation plans, including indicator target setting, ensuring that programme activities are linked to key results thus leading to performance outcomes and impact
- Evaluate the integration of programme design and strategy
- Develop case studies for impact and learning, including presentation of outcomes to stakeholders
Monitoring/ Data Management, Analysis and Reporting
- Develop and maintain the programme's institutional memory for MEL, including through documentation, information management, and sharing and reporting system to FCDO, MOF, HQ, and partners
- Oversee and participate in programme data collection methodologies, tools and instruments, as well as ensure adequate data collection, documentation, and reporting on performance indicators
- Collaborate with technical team members to incorporate the appropriate metrics and methodologies within the instrument design, data collection process, and integration with relevant interventions
- Responsible for overall data quality control; conducting data verification and other quality assurance activities, including spot-checks, data quality assessments (DQAs), etc. to ensure the accuracy of MEL data and reporting documents
- Conduct regular and ad-hoc data analysis and work closely with technical team members to develop reports (monthly, quarterly, annual) to demonstrate progress and facilitate continuous learning for FCDO and programme management, and support other learning, communications and thought leadership materials and activities
- Create systems to track and visualize program data, including MEL dashboards to facilitate data use including analysis and decision-making
- Develop documentation systems to ensure the availability of traceable evidence of the programme's results and achievements
Essential Criteria:
- Degree in MEL, international development, public relations/public policy, or related field (master's degree preferred)
- 5+ years of directly related MEL experience working for donor-funded programs
- Full fluency in English and reading and speaking competence in Bahasa Indonesia
- Solid understanding of MEL reporting requirements as it pertains to environmental issues (climate change, biodiversity conversation, forestry, etc.)
- Proven experience in implementing MEL systems, especially in the natural resources or forestry sector
- Demonstrated experience engaging both international development, NGOS, CSOS, private sector and local government agencies
- Proven ability to navigate sensitive political contexts and institutional dynamics, particularly in Southeast Asia or similar settings
- Detail-oriented and deadline-driven with strong analytical and organisational skills, and ability to work in a dynamic and agile environment with changing requirements and priorities
- Highly self-motivated and able to work independently as well as in team settings

Reporting Lines
- The GEDSI Manager will report to the Team Leader (TL) and work closely with the MEL Manager
- Potential line management of 1-2 people
Primary Roles And Responsibilities
- Design and implement a GEDSI approach to align with programme outputs, taking into consideration knowledge of Indonesia and its' communities and tenure systems
- Support staff awareness, capacity and whole-of-team implementation of the GEDSI Plan
- Provide training to staff on the GEDSI Plan to ensure a consistent approach to GEDSI across the team
- Support staff to implement actions from the GEDSI Plan relevant to their work
- Assess programme concepts and proposals and provide advice on how they can be strengthened to align with and deliver against GEDSI objectives
- Provide advice and training to grantee partners including in the development of their GEDSI action plans, in annual planning, in grantee partner monitoring and evaluation plans, and reporting
- Draw on best practice and ensure alignment with relevant FCDO Policies and Standards
- Provide content and/or review of progress and partner reports
- Leading community focus groups and working with marginalized communities
Essential Criteria
- A degree in a relevant discipline, such as Social Sciences, International Development, Community Development or Anthropology
- Extensive professional experience working on GEDSI issues in programmes related to international development contexts. Climate/Natural Resource Management/Forestry is a bonus
- Full fluency in English and reading and speaking competence in Bahasa Indonesia
- Strong understanding of social inclusion issues across Indonesia
- Excellent interpersonal skills, including the ability to work effectively with a wide range of stakeholders
- Ability to build partnerships to achieve a common objective
- Strong skills in written communication and report writing
- Highly developed information management and analytical skills, evidence-based judgement, ability to prioritise, and work calmly under pressure
- Ability to work autonomously with limited supervision, to work to deadlines, and to balance competing priorities
