The Role
The Strategy Manager – Women in Leadership will be an experienced program manager with expertise and well-developed networks and relationships in promoting women in leadership. The Strategy Manager will be the main point of contact on a day-to-day basis with relevant GOI, GOA and CSO partners. The Strategy Manager will contribute to engagement strategies and work with partners on activity design and implementation. They will report on progress towards outcomes on a six-monthly basis and provide regular updates to DFAT and Bappenas as requested. Strategy Managers will work together collegiately and identify opportunities for collaboration between themselves and other development initiatives. They will be experienced in incorporating Gender Equality, Disability Equity and Social Inclusion into their activities and be a champion in promoting GEDSI.
The Strategy Manager will bring a proven record in engaging with and enabling partners to engage on sensitive issues and identify opportunities to advance women in leadership.

About You
Specific Responsibilities
Program Development and Strategy
- Lead the development, implementation, and iterative refinement of the Engagement Strategy on Women in Leadership, ensuring alignment with AIPJ3's EOPO3 and DFAT's commitments to gender equality, disability inclusion, and social inclusion.
- Ensure men and women are engaged in discussions and activities to promote women in leadership including ensuring a "do no harm" approach so that women are not excluded, disadvantaged or discriminated against as a result of participation in AIPJ3 activities
- Along with the AIPJ3 team, champion models of leadership that recognise gender dynamics but do not discriminate on the basis of gender, and create space for sensitive discussion between men, between men and women and between women
- Design and guide activities for identifying and removing systematic barriers for the participation and leadership of women in justice and law enforcement institutions.
- Provide technical leadership and political economy analysis to identify social norms and institutional policies preventing women's participation in leadership, based on previous research under AIPJ2.
- Mainstream GEDSI principles across all activities under the strategy and contribute to program-wide GEDSI integration across all AIPJ3 policy priorities.
Stakeholder Engagement and Partnerships
- Build and maintain strategic partnerships with Indonesian justice institutions (e.g. Supreme Court, Ministry of Women's Empowerment), OPDs, women's organisations, civil society, and relevant GOA partners and organisations such as Indonesian Judges Association and similar bodies in other institutions.
- Work closely with GOA agencies to bring forward their own women in leadership strategies into their partnerships in Indonesia
- Facilitate coordination and joint learning between government, civil society, and international actors to advance women in leadership
- Support the convening of coalitions and peer learning platforms focused on women's leadership.
Program Management and Oversight
- Provide oversight and quality assurance for partner and adviser inputs related to women in leadership activities
- Work closely with other Strategy Managers and the GEDSI technical team to ensure a cohesive and coordinated approach to encouraging women in leadership.
Safeguards, Risk, and Compliance
- Ensure partners are supported and held accountable to implement safeguarding and inclusion standards in line with DFAT policies and AIPJ3 protocols.
Monitoring, Learning, and Communications
- Collaborate with the MEL team to develop indicators and reflection points for advancing women in leadership
- Contribute to the generation and dissemination of knowledge products, case studies, and lessons learned related to women in leadership and GEDSI integration.
- Identify opportunities for communications and public diplomacy related to advancing women in leadership
Other Responsibilities
- Represent AIPJ3 in national and regional forums, working groups, and networks on gender equality, women's rights, and inclusive development.
- Actively contribute to six-monthly reflections, annual planning processes, learning events, and cross-strategy integration efforts.
- Undertake other duties as assigned by the Equity Lead or Team Leader to support AIPJ3's strategic objectives.
Selection Criteria
Essential Experience And Knowledge
- Postgraduate qualifications in Law and Justice or a related discipline or a Bachelor's degree and extensive working experience in the area of expertise.
- Experience in developing and implementing activities through partnerships, grants, advocacy, dialogues, and events.
- Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context
- Outstanding management and teamwork skills, with the ability to work collegiately across teams to achieve results and contribute ideas across the Partnership.
- Demonstrated achievement in addressing discriminatory social norms and policies and promoting women in leadership
- Demonstrated capacity to represent programs positively and creatively through presentations, speeches and official engagements.
- Practical experience and technical understanding of Australia and Indonesia's Women in Leadership priorities and working with/for GOI ministries within relevant areas, including a keen sense of risk management.
- Practical understanding of relevant Australian Government agencies and institutions in Women in Leadership and how they are engaged.
