for the Primary Health Care (PHC) Transformation in Indonesia Project, based in Keerom District, Papua Province. The project aims to strengthen cadre skills, promote the use of digital tools, and improve telehealth services between communities, cadres, and Puskesmas doctors, with a strong focus on gender inclusion. This position will contribute to the rollout of integrated community health cadre initiatives by supporting the day-to-day coordination and execution of robust M&E and QI activities to ensure effective, timely, and high-quality project implementation. It will also foster continuous learning by documenting evidence and insights to inform scale-up efforts. The District M&E and QI Associate will report to the National Monitoring, Evaluation, and Learning (MEL) Specialist. Responsibilities:
- Carry out project M&E and QI activities in Keerom District, with oversight and guidance from the National MEL Specialist.

Selection Criteria
Essential
- Minimum education of Bachelor's degree in Statistics, Mathematics, Government Administration, Information Management, Computer Science, or related fields
- Minimum of 3 years of work experience in basic statistics or government data analysis, and strong business understanding and background in data-driven roles
- Experienced in providing support for program implementation that focuses on utilizing data digitization (information systems) for evidence-based planning and budgeting analysis
- Mastering SQL, data visualization, and dashboard creation
- Have experience with visualization and dashboard creation tools such as Tableau, Metabase, Google Data Studio, Clevertap, Python, and the like.
- Extensive work experience in formulating government regulations, especially in Gorontalo regarding data management.
- Strong interpersonal skills, ability to maintain working relationships with key stakeholders in government
- Understanding of issues of gender equality and social inclusion
Preferred
- Experienced in assisting the making of government data at provincial and district level
- Experienced working in and with Local government
- Awareness of and sensitivity to the needs of traditionally disadvantaged groups, including women, the elderly, ethnic minorities, and people with disabilities or mobility challenges
