Minimum Qualifications
- Bachelor's in Economics, Public Health, Health Economics, Economic Development, or related fields;

About You
Specific Responsibilities
Based on general guidelines from Province Lead SKALA NTT, this position will be under the coordination and supervision of the Provincial Engagement Specialist (PES-DNA) and responsible to Provincial Lead SKALA NTT, for the following matters:
- Identify existing data and information system in NTT and its governance status as part of the joint studies with Badan Perencanaan Pembangunan, Riset, dan Inovasi Daerah (BAPPERIDA) and Dinas Komunikasi dan Informatika NTT.
- Provide technical and substantive inputs in data analysis regarding the development of the NTT Regional Data Portal ).
- Provide relevant data and analysis to support the development of policy brief on Minimum Standard Service (SPM), Public Finance Management (PFM), Gender Equality Disability and Social Inclusion (GEDSI).
- Prepare data analysis reports in the forms of narratives, tables, graphs and visuals.
- Provide technical inputs and analysis regarding Data Tunggal Sosial Ekonomi (DTSEN).

- Master's degree in Statistics, Government/Public Administration, Economics, Development Studies, Statistics or related fields with a minimum of 7 years' experience in data analysis, research, data science including its utilization in local planning and budgeting.
- Demonstrated experience in supporting program implementation that utilizes data digitization (information systems) for evidence-based planning and budgeting.
- Proficiency in data processing tools such as Microsoft Excel, Stata, SAS, Tableau, Metabase, Google Data Studio or Python, including the ability to manipulate and transform data, conduct exploratory data analysis, and apply statistical model.
- Strong knowledge of statistics and statistical software packages (e.g., Excel, STATA, SPSS) for dataset analysis.
- Proven ability in SQL, data visualization, and dashboard development.
- Extensive experience in developing or supporting government regulations and policies, especially in NTT regarding data management.
- Strong interpersonal skills with the ability to build and maintain effective working relationships with key stakeholders in government
- Solid understanding of Gender Equality and Social Inclusion (GEDSI) issues.
Preferred
- Experience in supporting provincial governments in developing and managing government data systems.

About You
